The top layer doesn't dissolve, it's nice, somewhat decent, not too exciting, I will definitely buy it again!
I bought this nail dryer based on the reviews. The polish dried in one coat in about 20-30 minutes, but when I started applying the dryer, the polish started to dissolve from the very beginning. It didn't turn out very well. The brush is not convenient, it's not soft or rounded, it's stiff and straight, which is probably a big drawback of this product. However, the dryer itself is great, so I recommend it for purchase.
